Update:

RCMP have confirmed that an altercation between two individuals on a rural property near Marengo resulted in a 'Hold-and-Secure' protocol being enacted at Westcliffe Composite School yesterday afternoon.

Shortly after 3:00pm yesterday RCMP responded to the report of a shot being fired. During the altercation a firearm was fired into the air. No one was injured.

Because the incident occurred at a property across the street from the school, RCMP requested the lockdown protocol.

An individual involved with the incident was arrested and the lockdown lifted.

David Blum (DOB:1956-01-29) of Marengo, SK is charged with:

  • 1 count, uttering threats, Section 264.1(1)(a), Criminal Code
  • 1 count, careless use of a firearm, Section 86(1), Criminal Code
  • 2 counts, unsafe storage of firearms, Section 86(2), Criminal Code
  • 3 counts, unauthorized possession of a firearm/prohibited weapon or restricted weapon, Section 91(3), Criminal Code
  • 1 count, possession of a weapon for a dangerous purpose, Section 88(2), Criminal Code

Mr. Blum is set to appear in court in Kindersley on November 16, 2021.

Late afternoon yesterday West Central Online learned that an incident had occurred in Marengo that resulted in Westcliffe Composite being placed under a lockdown security protocol.

When schools are placed under lockdowns, conversations occur between local RCMP and Division leadership. Actual lockdown decisions are made by Sun West Administration.

RCMP have confirmed that more details regarding the incident are incoming.
